What it covers

Part L sets the minimum energy-performance standard — buildings designed and built to cut energy use, carbon and running costs.
Part O governs indoor thermal comfort, so modern homes stay comfortable without overheating.
Meeting both lowers a building’s operational cost and improves the day-to-day comfort of the people in it.
An Energy Performance Certificate is required when a building is completed, sold or let — for new dwellings it comes from the same SAP model that proves Part L.
